Our Story
Tony and Joe Penna established Forming Solutions in 1998 to make quality ICF products, practical construction knowledge and energy-conscious building solutions more accessible.
Penna Construction Inc., based in Capistrano Beach, is the company’s most qualified ICF installer. That relationship connects product knowledge with decades of concrete construction experience while keeping Forming Solutions’ role clear: products, coordination and technical support.

The Team
Forming Solutions is a family business built on decades of concrete construction experience. Every member of the team brings a different discipline to the same goal.

President / CEO
Longtime concrete and masonry veteran, trained in ICF construction since 1998. Trains contractors across Southern California on ICF installation and best practices.

Vice President
Started as a small engine mechanic, transitioned into construction in the mid-1980s, and co-founded Forming Solutions alongside his brother Tony.

Principal · Technical Field Advisor
Experienced ICF installer with deep technical field knowledge. Also leads the company's social media presence and marketing outreach.

Brings a sales and marketing background to the ICF space, serving as the primary account manager for green building clients and new project inquiries.
