ICF blocks are stay-in-place forms made with rigid foam panels. Reinforcing steel is placed within the wall cavity and concrete is poured between the panels.
After the concrete cures, the forms remain as continuous insulation. The result is a reinforced concrete wall with insulation on both faces.
